¶ 1 Zurich American Insurance Company and Bulk Transportation (collectively, "petitioners") challenge an award of workers' compensation benefits to James Freeman. Petitioners contend that the Administrative Law Judge ("ALJ") erroneously awarded Freeman facial disfigurement benefits because Freeman sustained a permanent scar on his neck, not on his face.
