WINTHROP, Judge.

¶ 1 The Maricopa County Sheriff and Maricopa County Attorney1 ("Appellants") challenge a superior court ruling denying Appellants' motion for summary judgment, granting Appellees' cross-motion for summary judgment, and dismissing Appellants' claims. For the following reasons, we affirm the superior court's ruling.
