HALL, Judge.

¶ 1 This appeal requires us to decide whether the superior court applied an improper standard of review when it found that a sanction imposed by the Arizona State Board of Appraisal (Board) in a license disciplinary matter was "so disproportionate to the offense as to shock one's sense of fairness" in determining that it was excessive. See Schillerstrom v. State, 180 Ariz. 468, 471,
