¶ 1 This case arises from the refusal of appellants City of Bisbee and Helen Lehr, Bisbee City Clerk, (collectively, "the City") to process, pursuant to A.R.S. § 19-121.01, referendum petitions submitted by appellee Jeffery Harris.
