While an inmate at the Varner Supermax Unit (VSM) of the Arkansas Department of Correction (ADC), appellant Romario Vermond Waller filed a pro se civil rights action against various prison officials pursuant to the Arkansas Civil Rights Act, Arkansas Code Annotated section 16-123-105 (Repl. 2006).
