In 2007, appellant Earl Ray Maxwell entered a negotiated plea of guilty in the Circuit Court of Sebastian County to two counts of delivery of methamphetamine, two counts of possession of methamphetamine with intent to deliver, and one count of possession of drug paraphernalia. He was sentenced to serve a total of 480 months in the Arkansas Department of Correction, including an enhanced sentence of ten years pursuant to Arkansas Code Annotated section...
