Pursuant to the Arkansas Administrative Procedure Act (APA), appellant Donald Halstead appeals from the order of the circuit court affirming the decision of the Sex Offender Assessment Committee, in which the Committee upheld his assessment as a level three sex offender.1 On appeal, he contends that there was insufficient evidence to support the Committee's level 3 assessment.
