On August 24, 2009, Kurtis Jensen wrecked his motorcycle. Jensen consented to a blood test at the hospital, which showed he had a blood-alcohol level of .15 percent.1 Based on that information, a police officer wrote an affidavit and submitted an arrest warrant to a judge, who signed the warrant on September 25, 2009.
