The issue before us is whether the circuit court abused its discretion when it denied H.C.'s request to continue a pre-adjudication, mental-capacity hearing in his delinquency case.

The State filed a petition for delinquency in May 2011 that alleged twelve-year-old H.C. had raped his five-year-old sister, Ka. C. The State recommended that H.C. and his family get physical, psychiatric, or psychological evaluations and treatment....
