Mountain Pure, LLC, appeals the circuit court's order that affirmed the administrative decision of Little Rock Wastewater (LRW), which found that Mountain Pure had violated its compliance order, its discharge permit, and City of Little Rock Sewer Rate Ordinance No. 19,647.
