Appellant Gretchen Smallwood sustained an admittedly compensable injury to her head and neck while working for appellee Arkansas Department of Human Services on May 9, 2007. On that date, Ms. Smallwood fell backward in a chair, striking her head on the handle of a file cabinet and rendering her unconscious.
