Alvin Reed, as director of the Perry County Department of Human Resources ("DHR"), appeals from a judgment of the Perry Circuit Court ("the trial court") issuing a common-law writ of certiorari requiring Reed to reinstate the employment of Christine White ("White") with full back pay.
