This is a termination-of-parental-rights case. In September 2005, the Etowah County Department of Human Resources ("DHR") took A.S.F. ("the child") into custody after receiving allegations that her older half brother had raped her older half sister and after M.P.F., the child's mother, died suddenly from a brief illness.
