I. INTRODUCTION

Chloe O.1 has a long history of substance abuse and mental health issues. In August 2010, OCS took Chloe's fifteen-month-old daughter, Ashanti, into emergency custody because of Chloe's drug abuse, suicide attempts, assaultive behaviors, and affinity for unsafe people and situations.
