I. INTRODUCTION

Sven Rofkar grew a substantial quantity of marijuana in a house that he rented. After the State Troopers searched the house, Rofkar was charged with four felonies. The charges were brought under separate subsections of AS 11.71.040;1 all were designated as "misconduct involving a controlled substance in the fourth degree."
