I. INTRODUCTION

Kirby Anthoney, an inmate at the Spring Creek Correctional Center (SCCC), was charged with and found guilty by the SCCC disciplinary committee of "mutual combat." Anthoney appealed, arguing that he was not guilty of "mutual combat" and that the Department of Corrections had violated his procedural due process rights.
