The Texas Legislature enacted the Psychologists' Licensing Act (Act) to regulate the practice of psychology. See Tex. Occ. Code §§ 501.001-.505. In the Act, the Legislature created the Texas State Board of Examiners of Psychologists (Board) and instructed it to "set standards for the issuance of licenses to psychological personnel who hold a master's degree"...
