In this accelerated, interlocutory appeal, appellant, the Texas Department of Transportation ("TxDOT"), challenges the trial court's denial of a plea to the jurisdiction in favor of appellees, Jose Luis Perches Sr. and Alma Delia Perches, individually and on behalf of the estate of Jose Luis Perches Jr., deceased ("Perches"), in a premises-liability case brought under the Texas Tort Claims Act ("TTCA").
