Case Summary

The Indiana Department of Child Services (DCS) substantiated an abuse allegation against foster parent Jesse Brown. Brown appealed. The administrative law judge (ALJ) held a hearing at which Brown was not allowed to be in the hearing room during the victim's testimony because of distress to the victim. The ALJ then entered findings of fact and conclusions of law that DCS had proved that Brown abused the child...
