On March 19, 2013, the Court granted Defendant, City of Miami's ("City[`s]") Motion to Dismiss [ECF No. 12] Plaintiff, Lee R. Pelcher's ("Pelcher[`s]") Complaint by default, due to Pelcher's failure to oppose the Motion by filing a timely response as required by Local Rule 7.1(c). (See Order [ECF No. 22]). Pelcher was allowed to file an amended complaint, which he eventually did on April 19, 2013....
