The United States of America ("United States") has timely moved, pursuant to Federal Rule of Civil Procedure 59(e), to alter or amend the Court's July 27th judgment awarding Lillian Carter ("Lillian") $300,000. Familiarly with the July 20th Memorandum and Order ("M & O") directing the entry of judgment is presumed. See Carter v. United States, 725 F.Supp.2d 346
