In this case, the plaintiff Thomas A. Lubrano seeks monetary damages from the federal government for delays in the approval of an immigration visa for his Chinese wife, Baolan Cao. The defendants now move to dismiss all of the plaintiffs claims. For the reasons set forth below, the Court grants the defendants' motion in its entirety.
