Defendant John Penn pleaded guilty in 1990 to conspiring to distribute cocaine and distributing cocaine in violation of 21 U.S.C. § 841. The district court sentenced him to twenty years of incarceration, followed by five years of supervised release. Defendant began serving his term of supervised release on March 29, 2006.
