Petitioner Gloria Mitchell, a special education teacher with the District of Columbia Public Schools (DCPS), appeals from a decision of the Compensation Review Board concluding that the District's Disability Compensation Program (DCP) was not required to compensate Ms. Mitchell for treatment for a work-related injury by a physician who is outside of the managed care organization that the District has designated to furnish health care services to its employees...
