DAVID GAULTNEY, Justice.

The Housing Authority of the City of Beaumont (BHA) appeals the denial of its plea to the jurisdiction. See TEX. CIV. PRAC. & REM.CODE ANN. § 51.014(a)(8) (Vernon 2008). Plaintiffs Bernadette Landrio, Ida Faye Guidry, Mary Frances Sias, and Carole Conway, individually and on behalf of their minor children, claim their children were injured by exposure to lead-based paint at BHA-owned apartments.
