This action involves a challenge by Plaintiff Target Corporation ("Plaintiff" or "Target") of the denial of its protest of the reliquidation by U.S. Customs and Border Protection ("Customs") of 40 entries that Customs originally liquidated at the incorrect antidumping duty rate.
