This case is before the court on crossmotions for summary judgment. Plaintiff, Chrysler Corporation, challenges the decision of the United States Customs and Border Protection ("Customs") denying Plaintiffs protest of Customs' refusal to refund harbor maintenance taxes Plaintiff allegedly paid on exports prior to July 1, 1990.
