Before the Court are Defendants United States and ECC's Motions for Partial Summary Judgment on Damages (Rec. Docs. 57, 60). Defendants request that Plaintiffs' recovery be limited to the cost to rebuild Plaintiffs' property as it stood prior to demolition, minus depreciation, and assert that Plaintiffs are not entitled to recover mental anguish damages.
