Wayne Ryan filed this civil action against the Village of Bellows Falls, its police chief, an officer of the Bellows Falls Police Department, the Vermont State Police and Trooper Eric Vitali ("Vitali") as a consequence of the arrest of Ryan on June 21, 2006 in the Village of Bellows Falls, Vermont. All of the counts in the complaint have been dismissed except Count Three...
