Larry Yingling, the appellant, challenges a judgment by the Circuit Court for Baltimore County denying, as time-barred, his request to re-open his temporary total disability benefits claim against Millennium Inorganic Chemicals ("Millennium"), his employer, and Pacific Employers Insurance Company, its insurer, the appellees.
