Bagheri brought a negligence suit against Montgomery County ("the County") in the Circuit Court for Montgomery County. After conducting discovery, the County filed a Motion for Summary Judgment on the grounds that it enjoyed governmental immunity from lawsuits such as the one filed by Ms. Bagheri.
