BILL VANCE, Justice.

This is a workers' compensation case arising out of an on-the-job assault by a patient against Carolyn Larkins, an employee of the Texas State Hospital in Vernon. After exhausting her administrative remedies before the Texas Workers' Compensation Commission (TWCC), Larkins appealed the adverse determination in district court. After a bench trial, the trial court found in Larkins's favor and reversed the TWCC Appeals Panel decision...
