The Louisiana State Board of Dentistry, a civil administrative board, sustained charges against Doctor Randall Mark Schaffer, a practicing dentist, revoking his dental license and assessing the costs of the proceeding. Although by statute the Board could assess a fine in addition to costs, it declined to do so. A parish court adopted the Board's decision" and entered a judgment against the dentist for the costs, who then filed...
