OPINION

In this workers' compensation appeal, we initially made a referral to the Special Workers' Compensation Appeals Panel for a hearing and a report of findings of fact and conclusions of law in accordance with Tennessee Code Annotated section 50-6-225(e)(3). We then granted direct review. The employee filed suit for workers' compensation benefits, claiming that he suffered a work-related injury to his wrist, which caused an aggravation of the underlying dormant...
