MEMORANDUM OPINION

COLLEEN KOLLAR-KOTELLY, District Judge.

Plaintiff Wanda Richardson, on behalf of her minor son, W.R., brings this action pursuant to the Individuals with Disabilities Education Act ("IDEA"), 20 U.S.C. § 1400 et. seq., against the District of Columbia and Clifford B. Janey, in his official capacity as superintendent of the District of Columbia Public Schools ("DCPS") (collectively, "Defendants").1
