In this appeal from the denial of a plea to the jurisdiction, Port Arthur Independent School District ("PAISD") contends Paula Mathews failed to exhaust her administrative remedies before filing suit for breach of an Equal Employment Opportunity Commission ("EEOC") settlement agreement and for retaliation under the Texas Commission on Human Rights Act.
