KEASLER, J., delivered the opinion for a unanimous Court.

The court of appeals held that it did not have jurisdiction over Armando Quintana Villanueva's appeal from the trial judge's decision to deny his Article 11.072 application for a writ of habeas corpus as frivolous because the trial judge refused to consider the merits of Villanueva's claims.1 We reverse the court of appeals's decision and remand this case...
