In this as-applied challenge, plaintiffs assert that it is unconstitutional to require groups making only "independent expenditures" to observe the contribution limits applicable to political committees regulated by the Federal Election Commission, 2 U.S.C. §§ 441a(a)(1)(C) and 441a(a)(3).
