In 2004, several employees of Thee Doll House were arrested and cited for violating an Horry County zoning ordinance. They appeared before the magistrate court and were acquitted of the charges against them. Horry County appealed the magistrate court's ruling to the circuit court. Thee Doll House employees contend the circuit court erred in ruling on Horry County's appeal because it violated double jeopardy clauses...
