In 2004 the Scarsdale Union Free School District (hereinafter the School District) implemented a "single point of entry system" in each of its elementary schools. Pursuant to that system, a school's doors would be locked from the time the students arrived until the time they were dismissed. In order for a visitor to get inside, the visitor had to go to the school's main entrance, which was monitored by a video camera...
