Appellant, Roger Sefzik, sued the appellee, the Texas Department of Transportation (TxDot), seeking a declaration that the Texas Administrative Procedure Act's provisions governing "contested cases" apply to TxDot's denial of an application for a permit to erect an outdoor-advertising sign.
