Opinion by Chief Justice MORRISS.

Lance Sharp, a police officer with Texas A & M University at Commerce, grasped the right wrist of Candice Pumphrey to arrest her for disorderly conduct just outside the entrance to a large dance being held on campus.1 In response, Pumphrey "immediately started pulling away and jerking." As Sharp kept his grasp on her wrist and attempted to move behind her to get her arms behind her...
