This matter is before us on appeal by the Central Community School Board ("Central Board"), from a judgment of the trial court denying Central's request for mandamus relief in disputes arising from the separation of the public schools in Central, Louisiana from the East Baton Rouge Parish Public School System ("EBRP"). For the following reasons, we affirm in part and reverse in part.
