Otis L. Ransom sold an undercover police officer three bags of heroin. After a two-day jury trial, he was convicted of distributing heroin within 1,000 feet of a Drug-Free Zone, D.C.Code §§ 48-904.01(a)(1), 904.07a (2001), and sentenced to prison for fourteen months, followed by five years of supervised release.
