In this appeal, the State seeks review of a Superior Court decision suppressing drug evidence. The trial court decided that the police violated the defendant's Fourth Amendment rights because, when they detained the defendant, the police lacked a reasonable articulable suspicion that the defendant had committed, was committing, or was about to commit, a crime.
