At the center of this dispute are three pieces of municipal legislation: one amending the text of an urban renewal plan; one a zoning ordinance text amendment permitting, with the grant of a conditional use, general outdoor advertising signs (billboards) on publicly-owned stadia or arenas in Baltimore City's B-5 zone; and, the last granting such a conditional use for 14 billboards on the exterior of the First Mariner Arena (the "Arena").
