Appellant (hereafter Cosio) sued the District of Columbia for negligence based on injuries he allegedly suffered when he slipped and fell in a shower area at the Lorton Maximum Security Facility, where he was imprisoned at the time. The complaint alleged that Cosio had fallen "due to an accumulation of water . . . on the floor" which in turn resulted from "the shower stalls leaking water and broken water pipes," and that the District, which...
