This appeal involves the interplay between the School Ethics Act (SEA), N.J.S.A. 18A:12-21 to -34, and N.J.S.A. 18A:12-2. N.J.S.A. 18A:12-2 prohibits board of education members from having a direct or indirect interest in any claim against their board. The SEA operates in complementary fashion. It also addresses conflicts of interest for school board members and prohibits, among other things...
