The plaintiff landowners, Ronald Borrelli and Stephanie Borrelli, appeal from the judgment of the trial court dismissing their appeal from the decision, of the defendant zoning board of appeals of the city of Middletown sustaining the Middletown zoning enforcement officer's finding that the horse boarding facility of the abutting landowners, defendants Edward Hills and Andrea Lee Hills; does not violate the Middletown zoning regulations (regulations)....
