Justice FITZGERALD delivered the judgment of the court, with opinion:

Defendant Randall Coleman was arrested during a joint federal/state narcotics investigation. He was charged in the circuit court of Du Page County with two counts of unlawful delivery of a controlled substance, convicted, and sentenced to 22 years' imprisonment. His convictions and sentence were affirmed on appeal. No. 2-05-0482 (unpublished order under Supreme Court Rule 23)....
